What you will pay outside this: hosting, roughly $10–$40 a month depending on traffic, plus your domain and any premium plugin licences your build needs — all quoted in the proposal before you commit. I will recommend a host and you buy it in your own name, not through me and not resold at a markup. If an agency insists on owning your hosting or domain, that is leverage, not a service.

WooCommerce makes sense when you want everything on one platform and full control over the code. Shopify is usually better for a catalogue-first business that wants less to maintain. I will tell you honestly which fits your situation, including when that answer is Shopify.

Yes, and this is deliberate. You get written documentation, recorded walkthroughs and a live training session. Changing text, swapping an image, adding a page, publishing a blog post or updating your phone number should never require a developer. A site only the agency can edit is a business model, not a technical necessity.
Both are options and the answer depends on what is underneath. If the content is sound and the problem is speed and structure, a rebuild on the same URLs preserves your rankings and costs less. If the site is built on something unmaintainable, starting fresh with a full redirect map is cleaner. I will look at your site before the call and tell you which, honestly, even when starting over would be the bigger project for me.
Almost always three things in combination. Too many plugins, each loading its own scripts and styles on every page whether needed or not. Images uploaded at full camera resolution and scaled down by the browser. And a page builder shipping CSS for every element it supports rather than the ones you use. Cheap shared hosting makes all three worse. A plugin audit and an image pipeline usually fix most of it without a full rebuild.

What it cannot do is guarantee position one, because rankings also depend on your competition, your domain history and the content you publish afterwards.
